* io/bits/statx.h: New file.

* io/fcntl.h [__USE_GNU] (AT_STATX_SYNC_TYPE)
(AT_STATX_SYNC_AS_STAT, AT_STATX_FORCE_SYNC, AT_STATX_DONT_SYNC):
Define.
* io/statx.c: New file.
* io/statx_generic.: Likewise.
* io/tst-statx.: Likewise.
