powerpc: Update ULPs and xfail more ibm128 outputs

There are 3 new output values that require to be marked as xfail:ibm128-libgcc
as they're caused by libgcc issues with different rounding modes.
Otherwise, the other tests just need an increase in ULP.

The auto-libm-test-out-* files are generated files. You can't edit them
directly, you need to edit the source auto-libm-test-in (probably adding
xfail-rounding:ibm128-libgcc to the relevant tests) and regenerate.
