Commit Message
This makes it more likely that the compiler can compute the strlen
argument in _startup_fatal at compile time, which is required to
avoid a dependency on strlen this early during process startup.
Tested on aarch64-linux-gnu, i686-linux-gnu, powerpc64le-linux-gnu,
s390x-linux-gnu, x86_64-linux-gnu. Built with build-many-glibcs.py.

this looks good.
dropping arch specific custom error messages is ok.
using _startup_fatal instead of _dl_fatal_printf in rtld for
tp init failure is ok.
