manual/time.texi (TZ Variable): no tzfiles

  The timezone files are not installed since:

I'd change "The IANA" to "the", as the database's own documentation calls it 
just the "Time Zone Database".

Please feel free to checkin the change with that modification
if you feel that makes the manual better and is an obvious
improvement.
