localedata: lt_LT: use hyphens in d_fmt [BZ #20497]

  The standard currently in effect (LST ISO 8601:1997) mandates the use of
hyphens (as opposed to full stops, currently) in date formats.

looks like CLDR & wikipedia & MS agree, so merged!  thanks!
