[RFC,3/3] ARM64: ILP32: change register x##R to PTR_REG (R)

It should use 32-bit register if libc is used by an
ILP32 application on ARM64.
It fix the following LTP testcase: mmap03, mmap13, mtest06,
mprotect04, shmdt01, hugeshmdt01.
