sim/MAINTAINERS: Add Thiemo Seufer back, as a past maintainer

Hi,
I've just noticed that with 26e0f8dbd817 ("* MAINTAINERS: Remove Thiemo
Seufer.") rather than being moved to the "Past sim maintainers" section,
as it used to be the practice, late Thiemo's entry was removed entirely.
He can't speak for himself anymore and I think he deserves to be named, so
I propose the following change.
I knew him in person, we worked together next to each other for a couple
years, back at MIPS UK.
Any objections?
