[FYI] remove an unused macro and an unused declaration
Commit Message
This patch removes an unused macro from language.h. It also removes
the declaration of a function which is not defined.
I'm checking this in as obvious.
Tested by rebuilding.

* language.h (unop_type_check): Remove.
(binop_type_check): Don't declare.
