[1/2] alpha: add a g++ testsuite directory

There is no place to put target specific C++ tests for Alpha. Add the
usual g++.target/alpha driver, modelled after g++.target/m68k.
gcc/testsuite/ChangeLog:
* g++.target/alpha/alpha.exp: New file.
