Small tweak to modref pure/const discoverys

Hi,
while looking into the PR I also improved debug output in ipa-modref and
fixed ignore_nondeterminism predicate: looping pures and cont are still
deterministic.
Bootstrapped/regtested x86_64-linux, comitted.
