This patch just renames a file and updates the build machinery accordingly.

Bootstrapped and tested on powerpc64le-linux-gnu with no regressions.  Is this
okay for trunk?

	rs6000-builtin-new.def to rs6000-builtins.def.
	(rs6000-builtins.c): Likewise.
