extra-cmake-modules isn't part of tier 1?

on a side note, is there somewhere that the tiers are nicely laid out?

I got this information from this table at
<https://api.kde.org/frameworks/index.html>. extra-cmake-modules is not
even listed there. Looks like KDE does not take them as being part of
any tier.
