Define PF_QIPCRTR, AF_QIPCRTR from Linux 4.7 in bits/socket.h

This patch adds the new PF_QIPCRTR and AF_QIPCRTR from Linux 4.7 to
sysdeps/unix/sysv/linux/bits/socket.h.
Tested for x86_64 and x86 (testsuite, and that installed stripped
shared libraries are unchanged by the patch).
