[COMMITTED] Add generic/stub implementations of pthread_{kill,sigmask,sigqueue}.

This does not affect existing configurations.


	* nptl/pthread_kill.c: New file.
	* nptl/pthread_sigmask.c: New file.
	* nptl/pthread_sigqueue.c: New file.
