[13/20] Remove a call to tui_locator_win_info_ptr

  Commit e594a5d1 ("Turn two locator functions into methods") turned
set_locator_fullname into a method on tui_locator_window.  I missed it
at the time, but this change allows for the removal of a call to
tui_locator_win_info_ptr.
