Another case of a stale check.  We support following forks in the
remote protocol nowadays.

gdb/testsuite/ChangeLog:

	* gdb.base/catch-fork-static.exp: No longer skip on is_remote
	target boards.

 	Instead skip if there's any gdb_protocol set.
