There are a bunch of declarations duplicated between string.h and
strings.h (with minor inconsistencies). This patch makes strings.h
their canonical home; string.h simply includes strings.h under
__USE_MISC.
Also, the declaration of __bzero is removed from public headers.
It was once used by string2.h inlines but is no longer required.

(strcasecmp_l, strncasecmp_l): Correct comments; these functions
have now been standardized.
