* gnu/packages/tls.scm (openssl): Update to 1.1.0.
[source]: Remove deleted patches.
[arguments]: Add 'patch-runpath' phase. Remove 'patch-Makefile.org' and
'patch-tests' phases.
* gnu/packages/patches/openssl-c-rehash-in.patch: Adjust patch.
* gnu/packages/patches/openssl-CVE-2016-2177.patch,
gnu/packages/patches/openssl-CVE-2016-2178.patch,
gnu/packages/patches/openssl-runpath.patch: Delete files.
* gnu/local.mk (dist_patch_DATA): Remove them.

-The rules of C pointer arithmetic are such that "p + len" is only well
