readline: rlmbutil.h: Declare wcwidth() when HANDLE_MULTIBYTE enabled.

It does, but config.h.in fails to provide the necessary template.

OK, thanks. It sounds reasonable to me (in this case, it is about
_GNU_SOURCE).
