manual: time: fix typo in IST example

  The current description says Tuesday when it meant to say Thursday
(since that comes before Friday).

Thanks for catching that.  I fixed a similar bug in the upstream tz 
documentation, here:

sorry, but i'm not the guy who noticed, just the guy to write the patch :)
